I haven been a loyal JCpenny customer at this location for many years. I went there to go buy a new dress. I come out and I have a ticket on my windshield expecting me to pay $35 dollars for the hour that I was parked there. No wonder the mall and JCpenny are empty. It does make me sad I will never again go back to JCPenny. But this new rule and insane parking policy will close down all the businesses at this mall.

I stopped by JCPenney to basically look for a slim fit dress shirt since I was burning time at the mall. I was surprise that they finally open the 2nd floor gate on the other side of the mall because the last couple of times I walk by the store, the gate was always closed.
